Delbert Leon Hill

August 28, 1940 — November 18, 2022

Delbert Leon Hill, 82, of Topeka, passed away Friday, November 18, 2022, at Midland Hospice House in Topeka.

He was born August 28, 1940, in Liberal, Kansas, the son of Clifford Coville Hill and Georgia Ruth (Headrick) Hill. 

Mr. Hill honorably served in the United States Army and The Kansas National Guard from 1962 to 2000.  After retirement he was a field agent for disasters for the Kansas Division of Emergency Management from 2007 to 2013.

Mr. Hill enjoyed playing golf, traveling, watching the Kansas City Royals and Chiefs.  He was an avid Kansas Jayhawks fan, and was active in the Arab Shrine Golfers Unit, Greeters, and Legion of Honor.  He was a member of the First United Methodist Church, Military Officers Association of America, and Military Association of the United States Army, and FEMA.  He volunteered at the Shrine Circus as well as at the Heart Center once a week.

He married Joyce Lee (Niebur) on March 18, 1978, in Dodge City, Kansas.  She survives of the home.

Other survivors include four children, Brian Stroud (Rita) of Dodge City, KS, Kevin Stroud of Concordia, KS, Kim Stroud of Meriden, KS, Rebecca Ford of Missouri; 10 grandchildren; 7 great-grandchildren; and a sister, Mary Downs of Liberal, KS.

He was preceded in death by his parents; a son, Matthew Hill; sister, Winifred Kiddoo; and daughter-in-law, Sondra Stroud.

A memorial service will be held at 10:00am, Friday, December 2, 2022, at Brennan-Mathena Funeral Home, 800 SW 6th Ave. Topeka, KS 66603, and inurnment with military honors will follow at the Kansas Veteran’s Cemetery in Manhattan, Kansas at 1:30pm.

The family suggests in lieu of flowers, memorial contributions be made to the Arab Shrine Travel Fund or the National Guard Museum, sent in care of the funeral home.
